GLOSSARY OF PHILIPPINE INDUSTRIAL RELATIONS TERMS AND PHRASES (2003) – It contains an exhaustive listing of industrial relations and human resource management terms and phrases. Each term/phrase is followed by a concise definition. When needed for better appreciation and understanding, some definitions include citation of Supreme Court decisions on the subject matter or extended explanations or discussions. If you are IR/HR practitioner, you need not only a carry anywhere concise reference but a complete information guide in everyday practice. Foreword of this book was written by DOLE Secretary Patricia A. Santo Tomas and Prof. Rene E. Ofreneo, Ph. D., Former Dean, UP- School of Labor and Industrial Relations.

This Second Edition includes the 2005 Revised Rules of Procedure of the National Labor Relations Commission, The Revised Schedule on Legal Fees and some suggested formula on wage distortion

BIOGRAPHY

He is a lawyer by profession and a middle distance runner by avocation (inactive). A resource person in various seminars on Organizational/Employee Discipline in the Workplace, Employment Relations and DOLE Dept. Order Nos.18-A/174; Labor Standards; Compliance on Labor Standards/Justice in the Workplace, The Basics on Collective Bargaining & Negotiation, How To Handle Grievance/How To Manage Industrial Conflict in the Workplace, How To Conduct Effective Administrative Investigation in the Workplace, The Anti-Sexual Harassment Law (RA 7877 [1995]) and Its Implementation; Industrial Relations In The Public Sector; Public Ethics and Responsibility, DOLE Department Order 53-03, among others.

He was awarded the first NATATANGING ALUMNI  (Outstanding Alumni) for Government Service and Extension by the UP Industrial Relations Alumni Association-UP Alumni Association Chapter, on November 19, 2005.

In March 4, 2008, he was chosen one of the OUTSTANDING ALUMNUS – in the field of Government Service, by the Lyceum of the Philippines University.

He has to his credit two (2) baccalaureate  degrees, Bachelor of  Arts (AB), as Entrance-Partial Scholar and Bachelor of Laws (Ll.B.).

To quench his thirst for knowledge, he went back to the university for graduate studies, as a working student and finished Diploma in Industrial Relations and Master of Industrial Relations (MIR), in 1986 and 1987, respectively, at the UP Institute of Industrial Relations, now UP Graduate School of Labor & Industrial Relations (UP SOLAIR).  He has completed the academic requirements for his Master of Laws (LL.M) degree and working towards finishing his thesis/dissertation.




For his PREVIOUS work experience/positions held, among others:

LABOR ARBITER in the National Labor Relations Commission (NLRC), a quasi-judicial and an attached agency of DOLE.

Associate Professor, UP-School of Labor and Industrial Relations- UP Diliman Campus; an affiliate Professor of UP Mindanao-School of Management and UP Baguio-Masters in Management.

Head Executive Assistant (HEA) in the Office of the Secretary of Labor & Employment.

Conciliator, in the Office of the Chairman, Civil Service Commission

Chief, Legal and Personnel Division, Light Rail Transit Authority (LRTA), a Government-Owned/Controlled Corporation.

Senior Corporate Attorney of the National Housing Authority (NHA), a Government-Owned/Controlled Corporation.
